Constitution

Section 1:  NAME

This Club shall be known as ‘Whitstable Youth Bowling Club’ (Y.B.C.)

Section 2:  OBJECTIVES

The object of the Club is to encourage, by example and instruction, the enjoyment of the sport of tenpin bowling. To develop the ability of the members and also their understanding of etiquette and good sportsmanship through league play and as many tournaments and challenges as possible. The Club and it league shall be sanctioned by the British Tenpin Bowling Association (BTBA) and fully affiliated to the National Association of Youth Bowling Clubs (NAYBC).

Section 3:     MEMBERSHIP & ELIGIGIBILITY

Membership shall be granted to individuals who are qualified in accordance with the regulations laid down by the NAYBC and who are acceptable to the Board of Directors. No individual who has been refused membership by the BTBA or who is under suspension by that body shall bowl in the league or participate in any Club activity.

Section 4:   BOARD OF DIRECTORS

The management of the Club shall be vested in a Board of Directors comprised of the elected Officers of the Club (President, Vice President, Secretary and Treasurer).Each member of the Board shall be entitled to one vote. The Board shall adopt a Constitution and set of Rules and Regulations. It shall decide the necessary weekly subscription for bowling and Club fees. The Board shall decide in any dispute of protest and it is within its power to discipline any member for violating the Constitution or any Rules and Regulation, or for conduct derogatory to the best interest of the Club. It shall have the power to expel any member for sufficient reason.

Section 5:  ELECTION OF OFFICERS

An election shall be held Club’s Annual General Meeting to fill the offices of President, Vice President, Secretary and Treasurer. (The latter two offices may be combined). For the election of officers, there will be one vote per junior and one vote for one parent / guardian of each member, and each officer shall be entitled to one vote. In the event of an officer resigning before the next scheduled AGM, the remaining officers shall call an Extraordinary General Meeting with the intent of filling the vacant position.

Section 6:   RESPONSIBILITIES OF OFFICERS

The responsibilities of the officers shall be as defined by the BTBA (Rule 102). The Board of Directors may reallocate certain tasks, however responsibility remains with the allocated officer to ensure compliance with the BTBA ruling.

PRESIDENT

The President shall preside at all meetings. He/she shall enforce all objectives and rules and perform other such duties that pertain to the office. He/she shall sign all warrants drawn on the treasurer as ordered or authorised by the Board of Directors. He/she shall verify that the Treasurer regularly deposits Club funds into a reliable Bank/Building Society Account in the name of the Club where the signature of both the Treasurer and one other allocated officer is needed for the withdrawal of any funds. In the case of any shortage the President may be liable for suspension from the BTBA if he/she fails to ensure the correctness of the Club’s finances each month.

VICE PRESIDENT

In the absence of the President the Vice President shall perform or reallocate the duties of that office. He/she shall be responsible for any appropriate fund raising activities in the name of the Club; however the organization of such activities or events may be carried out by volunteers from the Fund Raising Committee.  The Vice President must ensure that all funds raised are handed to the Treasurer for deposit into the Club’s Account to be used for whatever purpose determined by the Board of Directors.

SECRETARY

The Secretary is responsible for the proper organization and function of the league. He/she shall remit the membership fees and sanction application to the Kent Tenpin Bowling Association (KTBA) within 42 days of the opening date of the League. He/she must also collect and forward the BTBA membership fee from each player and from each new player who joins the Club throughout the season (unless the player has paid membership previously that season elsewhere), and upon receipt of the BTBA cards he/she must insert the required information and present them to each individual. Failure to comply with this rule or to fulfill any other duty prescribed by the Board of Directors may lead to removal from office and/or suspension from the BTBA. He/she shall have charge of Club correspondence and the notification of all meetings when authorized by the President. When requested, the Secretary shall be responsible for providing the local Association with any bowling details for any member of the Club, including substitutes. He/she shall display a set of League Rules during all League play ensure the Team Captains are aware of their responsibilities. The Secretary is ultimately responsible for ensuring the correct recording of all team and individual scores and any other such records as determined by the League. He/she must ensure that all individual averages are posted each week prior to the commencement of bowling.

TREASURER

The Treasurer shall collect the weekly fees from each player and be responsible for paying lineage to the Bowling Centre and banking the remainder into the Club’s Account. He/she shall also collect all monies due from bowlers entered into Competitions and for any other reason deemed necessary by the Board of Directors. The Treasurer shall disperse funds on warrants signed by the President. He/she shall keep a true and correct record of all receipts and disbursements. He/she shall deposit all funds belonging to the League into a reliable account in the name of the League, not later than one week after the money was collected. Such an account must be under a joint signature arrangement subject to withdrawal only signatures of both the Treasurer and one other designated officer. The financial records must be kept up to date and shown to the President at the end of each month. At each AGM and at the close of his/her term of office, the Treasurer must make a true and correct report of all financial transactions.                           

Section 7:   MEETINGS

Meetings shall be held at the call of the President or on application, protest or complaint by a member. Each team shall be entitled to one representative at such a meeting. In the event of a protest or complaint, the person filing the protest or complaint shall be invited to attend, however that person will be asked to leave prior to any vote taking place to resolve the situation. A majority of the Board of Directors shall constitute a quorum to conduct a meeting and transact business. An Annual General Meeting shall be held each year in accordance with BTBA ruling for the election of officers of the Club, approval of the Accounts and for any other business.

Section 8:    AMENDMENTS

The Constitution and/or Rules and Regulations may be amended or repealed at any meeting of the Board of Directors. Such action will be governed by a majority vote prior to the beginning of the season. After the League begins its schedule, a unanimous vote will be necessary. The League shall conduct and play its games in accordance with the BTBA Rules and Regulations and any league rule which conflicts with this will not be valid.

Section 9:    FINANCES

Weekly fees - the fee collected in payment of the right to bowl during YBC time on Saturday mornings shall be used solely for the purpose of paying the lineage, providing for the necessary expenses for the running of the Club, to make a contribution to the KTBA to support junior bowling across the county and to fund the end of season and any other occasional prizes as determined by the Board of Directors. Subsidies -  Entries into tournaments will be subsidized by the YBC up to 50% of the entry fee, subject to funds available which have been raised by other means other that the weekly fees. The subsidized tournaments being:

            - NAYBC Ranking Events

            - KTBA Junior Events

            - Any other tournaments sanctioned by the Board of Directors
